TEC completed an SS4A Safety Action Plan for the City of Springdale. Our team worked closely with the City to develop the project and study goals and completed a comprehensive existing conditions analysis. This effort included the collection and review of crash data, traffic count data, police reports, freight activity, and non-motorized transportation information.

Following data collection, TEC aggregated and analyzed the data to identify trends, overlaps, and safety needs. This analysis allowed TEC to identify crash patterns, with a particular focus on pedestrian, bicycle, and fatal crashes. Trends were evaluated across neighborhoods, underserved populations, freight routes, and transit corridors to identify the convergence of high-risk safety areas and equity concerns.

TEC coordinated with the City of Springdale and the project Task Force to review findings and establish goals for public engagement. Public meetings were conducted to present safety analysis results and collect community feedback. Based on this process, TEC developed tailored recommendations beginning with short-term, early-action projects that could be implemented with minimal disruption, including systemic safety improvements.

In addition to short-term projects, TEC evaluated long-term recommendations such as geometric roadway improvements, freight-related enhancements, grade crossing improvements, and projects requiring right-of-way. The evaluation of both short- and long-term projects supported Springdale’s budgeting and implementation planning throughout the course of the grant.
